Cameroun : Bourses du Gouvernement Français, master et doctorat

boursesLes bourses attribuées pour les formations diplômantes, les orientations générales du SCAC se définissent comme suit :
soutenir les actions de coopération déjà conduites par ailleurs en faveur du développement, social et économique, en permettant un renforcement des compétences nationales ;
Promouvoir une communauté de savoirs entre élites des universités, centres nationaux et de recherche française.

A ce titre, la priorité est donnée aux demandes :
émanant des institutions d’enseignement supérieur camerounaises ou soutenues par elles ;
se rattachant à des actions prioritaires de coopération bilatérale ;
portant sur des problématiques clés du développement ;
s’insérant dans le cadre de partenariats entre universités françaises et camerounaises.

Un autre objectif, complémentaire, est de renforcer les capacités des institutions de formation supérieure ainsi que les compétences des formateurs de ces institutions. Dans ce cas, la priorité est donnée aux enseignants qui demandent une bourse de doctorat ou de préparation de l’Habilitation à Diriger des Recherches (HDR), ainsi qu’aux chercheurs, le plus souvent dans les matières scientifiques. Dans le cas du doctorat, la formule privilégiée est celle de l’alternance pour des diplômes préparés en co-tutelle ou en co-direction. Le thème de la thèse de doctorat devra conjointement répondre aux besoins réels identifiés par les institutions locales et se conformer aux secteurs d’intervention prioritaires établis par le SCAC.

Les orientations du SCAC sont par ailleurs conformes aux orientations du Ministère français des Affaires étrangères :
1. Favoriser les échanges inter-universitaires et les programmes de coopération universitaires structurés ;
2. Appuyer les partenariats inter-universitaires se déroulant dans le cadre de conventions dont la mise en œuvre est en grande partie financée par les universités, mais qui bénéficient d’une prise en charge par le Ministère français des Affaires étrangères de déplacements d’universitaires français vers le Cameroun. Ces déplacements, qui sont effectués dans le cadre de missions de co-diplômation, d’enseignement ou d’expertise, viennent parfois en appui à des programmes totalement intégrés (existence d’une convention, d’un projet pluri-annuel, de co-tutelles, de programmes communs de recherche, d’échanges d’enseignants). Ils peuvent aussi être plus ponctuels, mais sont, dans la plupart des cas, articulés avec un programme de bourses de formation en alternance.
3. Favoriser l’accueil des étudiants de qualité au niveau master et 3ème cycle, avec un accent sur les matières scientifiques.

Critères d’éligibilité pour l’obtention d’une bourse du gouvernement français :
Etre de nationalité camerounaise, âgé de moins de 26 ans (Master), de moins de 32 ans (Doctorat), et remplir les conditions requises.

En complément de l’excellence académique des candidats, les dossiers seront évalués selon leur pertinence au regard des priorités sectorielles suivantes :

Secteur Développement urbain :
• planification et gestion urbaine (thèmes relatifs à l’accès aux services de base, aux politiques de l’habitat, au foncier, à la régulation foncière)
• gouvernance urbaine
• infrastructures
• architecture
• topographie / cadastre / adressage

Secteur Société civile :
• gestion de projet
• appui à la structuration de la société civile
• montage de projets

Secteur Décentralisation :
• gouvernance locale
• pouvoirs locaux
• appui à la maîtrise d’ouvrage locale
• gestion des finances locales

Secteur Santé :
• santé publique
• épidémiologie
• recherches cliniques
• économie de la santé
• sociologie/anthropologie de la santé
• personnels des laboratoires de contrôle de qualité des médicaments / professionnels de santé chargés de la lutte contre les faux médicaments
• remise à niveau des professionnels de santé exerçant dans des domaines où les ressources humaines sont rares.

Secteur Développement durable/Environnement :
• Politique agricole
• Statistiques agricoles
• Foncier rural
• Sécurité alimentaire, systèmes de prévision et de prévention
• Aménagement du territoire, planification du développement local et approche multi-acteurs
• Droit et politique de l’environnement
• Atténuation et adaptation aux changements climatiques
• Valorisation des ressources naturelles, mines, forêts et biodiversité
• Développement des énergies propres
• Gestion intégrée des bassins hydrographiques et des cours d’eau
• Accès à l’eau potable et à l’assainissement.

Secteur Enseignement supérieur :
• Sciences de l’ingénieur (en priorité les thèmes portant sur l’électricité, la robotique, la chimie appliquée, l’informatique génie logiciel)
• Sciences de la vie et de la terre (en priorité les thèmes portant sur le génie minier, la météorologie)
• Sciences du langage.

Secteur Gouvernance démocratique et financière :
• Réforme des finances publiques, principalement les Directions générales du budget, trésor et impôts
• Droit OHADA
• Justice et défense des droits de l’homme (notamment la défense des défenseurs des droits de l’homme, la promotion des droits de la femme)
• Gouvernance participative
• Gouvernance démocratique
• Conflits intercommunautaires.

Secteur Développement culturel
• Cinéma
• Journalisme
• Arts vivants et Arts plastiques
• Ingénierie culturel
• Livre

Secteur privé :
• Stratégie et management des organisations
